This update not applicable for this computer. (KB3021952)

I hope I did this right: With the automatic updates came this KB3021952 for IE 11. I tried several times to redownload after previous attempt failed. Then as read through some instructions, I dowloaded the SURT file. I tried again the update and a window came up stating "This update is not applicable for this computer". I do have indeed IE11, so I do not understand the failing of dowloading...
