Windows Update Error 80074424 dead end

I downloaded the SURT but all it does is offer to update Hotfix Kb947821. It did this three times before I noticed it was just downloading the same hotfix. An SFC scan yielded this: Windows Resource Protection could not start the repair service The update error code is 800704424 (with no X's).
